My interpretation of the "best" is one which provides most of the services available. The answer to this question is San Francisco, even though they provide an unfair advantage because of greater population density (it is much easier) are higher in density than the growth of the suburbs.

Mathematics to determine who has the best service in each of two numbers - one is the service sector, and other vehicle revenue miles per year (total, how many miles of travel, while buses) to passengers.

SF Muni Service covers an area of 49 square kilometers in 2005, annual vehicle sales and miles ~ 26 million euros.

Sacramento RT encompasses 248 square miles and 2005 miles of income of approximately $ 14 million.

San Jose VTA includes 326 SQuare miles of their income to 24 million.

If we where) a large proportion (results are shown below:
1. Muni - 510000
2. ADV - 74000
3. RT - 56000

This is fixed, however, only the regular bus service. There are also rail and the response of demand (choose at home) trucks and buses for the disabled. In my opinion, the best services in response to the demand for Paratransit, Inc. Sacramento. Have consolidated all services with lower demand in what they are able to provide efficient services throughout the Sacramento area. Another much smaller scale (but complete) version of this exists in the County of Modoc

San Francisco Muni Railway, including the restored streetcars, cable cars, Muni Bus, Bart, Caltrain and ferries to Marin County, Alameda and Vallejo.

The only thing missing is a direct connection to Amtrak.

No other city in Northern California on the diversity of ways the transportation in San Francisco.
